Abstract


The human resources mobile information system (HRMoIS) provides users with direct access to information via mobile devices, enhancing efficiency, productivity, and the user experience. It includes mobile applications, websites, SMS services, and other communication mediums. This system enhances information mobility, facilitates operational processes, and supports decision-making in the ever-evolving technological landscape, ultimately improving users’ efficiency and productivity. Al-Anbar Province is undergoing significant urban and economic development. Still, more research is needed on the impact of HRMoIS on employee performance in Anbar to enhance their skills. This study aims to provide insights for top management and decision-makers on implementing similar methods to enhance employee performance. The study employs a questionnaire to survey managers and regular employees in 20 small organizations in Al Anbar, Iraq. The data is analyzed using percentages, frequencies, Pearson correlation, and Cronbach’s alpha coefficient. This allows for a comprehensive examination of all the essential aspects of human resource dynamics. The questionnaire upholds integrity and precision by aligning with roles and responsibilities. The study found that organizations implementing HRMoIS had higher mean values despite barriers such as organizational resistance, limited resources, and inadequate training. The results underscore the importance of organizations addressing these issues and enhancing their HRMoIS adoption. The study investigates the impact of HRMoIS on HR performance in small organizations in Iraq. The results show a positive correlation between mobile information systems and HR management efficiency. The study recommends implementing mobile information systems in small organizations in Al Anbar to enhance their performance. It emphasizes the need for providing necessary hardware and software, hiring experienced consultants, ensuring employee training and development, supplying HRMoIS with relevant data, and appointing experienced employees to keep up with technological advancements.

Mohanaad Shakir, University of Buraimi

Dr. Mohanaad Talal Shakir, an esteemed Assistant Professor at the University of Buraimi in Oman, is a seasoned expert in Computer Science. His academic journey commenced with a Bachelor of Science in Computer Science from the University of Almamoon in Baghdad, Iraq. Building on this foundation, he pursued specialized studies, earning a Postgraduate Diploma in Computer Security from the University of Information and Communication Technology, Iraq. Dr. Shakir's quest for knowledge led him to Malaysia, where he earned his Master's and Ph.D. in Information and Communication Technology (ICT) from the distinguished University of Tenaga National (UNITEN) in Putrajaya. His scholarly pursuits have been instrumental in broadening his expertise across various domains, notably Cipher Security, Management Information Systems, Computer-Aided Learning, and Cloud Computing Security. Dr. Shakir is deeply immersed in cutting-edge research, mainly focusing on developing an intelligent authentication method and Management Information System (MIS). His dedication to advancing technology and contributing to the academic community reflects his commitment to excellence in the field.

Maryam Juma Al Farsi, University of Buraimi

Miss Maryam Juma Al Farsi is a Lecturer of Accounting and Finance at the College of Business, University of Buraimi, Sultanate of Oman. She holds an MSc in International Economics, Banking, and Finance from Cardiff University, Wales, UK.  At the graduate level, she teaches a wide variety of economics, accounting, and finance courses. Her research interests are Macroeconomics, Finance, Technology, Education, and Business Management.

Ibrahim Rashid Al-Shamsi, University of Buraimi

Ibrahim Rashid Al Shamsi is an Associate Professor and Dean in College of Business, University of Buraimi (UoB), Sultanate of Oman. His areas of specialization include Business, human resource management, and other management related subjects. He obtained his master in Business Administration from UK and PhD in Business Administration from Malaysia. He has been in academics since 2006 and is an active researcher as main author and co-author of many indexed journals. Besides, he also serves indexed journals as a Reviewer and is involved in various academic and research tasks. Before joining academics, he worked for 20 years with Directorate General of Health Services, Al Buraimi Governorate, Ministry of Health where he held important positions as Head of Administration Department, Director of Administration and Finance & Director of Planning and Studies. He has been covered by the national media for his opinions and thoughts on entrepreneurship and business management.

Boumedyen Shannaq, University of Buraimi

Dr.Boumedyen  Shannaq : Over the past 12 years, he has held roles as both Assistant and Associate Professor in the Department of Information Systems, accompanied by three years as an Information Systems Expert at MRMWR Ministry in the Sultanate of Oman. His research has predominantly centered on Information Management, Data Sciences (Data Mining), Knowledge Management, and Web Programming. He has a keen interest in revolutionizing Smart systems to enhance educational and workplace productivity in both industrial and academic realms. Recently, he has developed novel E-Management modules integrating Artificial Intelligence (AI) algorithms for Information System applications, aimed at improving the educational process.

Ghilan Al-Madhagy Taufiq-Hail, University of Buraimi

Dr. Taufiq-Hail is currently serving as an assistant professor at the College of Business, University of Buraimi (UoB) in the Sultanate of Oman, a position he has held since 2021. Previously, he held the role of Research Fellow at the Institute for Advanced and Smart Digital Opportunities (IASDO) at the University Utara Malaysia (UUM) till 2022. He earned his M.Sc. degree in Information and Communication Technology in 2012 and later achieved his Ph.D. in Information Technology (Management) in 2018, both from UUM, Malaysia. From 2007 to 2010, he served as the Director of the Network Services Department at the Yemen Center for Information and Communication Technology at Higher Education (YCIT-HE). Since 2008 and continuing to the present, he has held the position of IT Consultant at the Central Organization for Control and Auditing (C.O.C.A) in the Republic of Presidency, Yemen. Dr. Taufiq-Hail is a prolific researcher with a focus on multidisciplinary fields such as management, marketing, education, technology and innovation, information behavior, cloud and green computing, social sciences, human-computer interaction, AI, and the impact on human behavior and social life. His dedication to advancing knowledge is evident through the publication of over 23 scientific articles in reputable peer-reviewed journals, including Q1 and Q2 Scopus-indexed journals and Web of Sciences. As part of his commitment to scholarly communication, Dr. Taufiq-Hail is a certified reviewer with Publons (WoS) and actively contributes as a volunteer reviewer for tier-one journals across various multidisciplinary research fields. His versatile expertise and dedication to academia underscore his impact on both research and education.
