Role of Information Systems and Mobile Technology in Optimizing Organizational Learning Effectiveness

Abstract


The main purpose of this work is to understand the role of information systems (IS) and mobile technologies (MT) in improving the effectiveness of organizational learning (OL). Increasingly, organizations are changing their learning paradigms to incorporate new technologies, which is the focus of this study. This study is primarily qualitative and uses a mixed-methods approach. In the first of the two phases of the study, a systematic literature review (SLR) was used, and in the second phase, a bibliometric review was conducted using the software VOSviewer. To contextualize and understand current practices, the researcher conducted interviews with senior executives in both the public and private sectors, i.e., multinational and national organizations. The findings of this study reveal that IS and MT impact the effectiveness of OL by facilitating the flow of knowledge and the accessibility of learning materials, as well as improving collaboration within an organization. The bibliometric review demonstrated the importance, themes, and emerging trends of such technologies in the field of modern organizational learning. The qualitative study also confirmed that IS and MT foster a culture of continuous learning and development. The study applied a mixed-methods approach to uncover the role of IS and MT in the organizational learning effectiveness (OLE) and found that IS and MT play a role in streamlining knowledge-sharing processes, enhancing accessibility to educational resources, and fostering organizational collaboration.

Fatma Mohammed Dhaou is an Assistant Professor and Head of the Female Section in the Department of Management Information Systems, Faculty of Business Administration, University of Tabuk, Saudi Arabia. She has held this position since 2023. She received her Ph.D. in Software Engineering in 2018 form University Tunis El Manar, Tunisie and University of Nantes, France. Her research interests include Artificial Intelligence in Education, Management Information Systems, Machine Learning, Business Processes in Management Information Systems, and System Analysis and Design. fdhaou@ut.edu.sa

Khalid Waleed Ahmed Abdo, University of Tabuk, Tabuk, Saudi Arabia

Dr. Khalid Waleed Ahmed Abdo is an Assistant Professor in the Management Information Systems Department at the College of Business Administration, University of Tabuk, Saudi Arabia. He holds a PhD in Information Studies from Long Island University (New York), alongside a Master of Philosophy in Information Studies and a Master of Science in Management Information Systems. Dr. Abdo's research spans a broad range of contemporary topics including big data analytics, artificial intelligence in healthcare, digital transformation in SMEs, IoT-enabled smart systems, and mobile payment adoption behavior. His work has appeared in reputable outlets such as PLOS ONE, Sustainability, Systems, and the Journal of Information Systems Engineering and Management, among others. He has collaborated extensively with interdisciplinary research teams on studies bridging technology adoption, organizational performance, and innovation management. His scholarly contributions address critical challenges facing both public and private sector organizations in Saudi Arabia and beyond, with a particular emphasis on leveraging digital technologies to drive operational excellence and sustainable growth.

Sultan Aljehani, University of Tabuk, Tabuk, Saudi Arabia

Dr. Sultan Aljehani is an Assistant Professor and Head of the Management Information Systems Department at the College of Business Administration, University of Tabuk, Saudi Arabia. He holds a PhD in Information Studies from Long Island University (New York), alongside a Master of Philosophy in Information Studies and a Master of Science in Management Information Systems. His academic foundation is complemented by professional experience in supply chain planning and operations at Saudi Basic Industries Corporation (SABIC). Dr. Aljehani's research interests span information systems, computing resources, and the application of emerging technologies in both public and private sector contexts. Prior to his faculty role, he served as a Graduate Assistant at Long Island University's School of Information Science and spent over six years as a Teaching Assistant at the University of Tabuk. He is a member of the Delta Mu Delta International Honor Society in Business. Dr. Aljehani is fluent in both Arabic and English and brings a strong interdisciplinary background bridging business administration and information technology.

Imdadullah Hidayat-ur-Rehman, University of Tabuk, Tabuk, Saudi Arabia

Dr. Imdadullah Hidayat-ur-Rehman is an Assistant Professor in MIS at the Faculty of Business Administration, University of Tabuk. He earned his PhD in Information Technology from the University Kuala Lumpur, Malaysia, where he studied mobile banking adoption. He received the FHEA Fellowship from Advance HE, UK, in July 2025. He has led funded projects on green finance, sustainability, telemedicine adoption, and the Green University Initiative at the University of Tabuk. His work appears in Web of Science and Scopus indexed journals. He has published work in areas such as FinTech, Green Finance, E-Business, E-Health, digital finance, chatbots, large language models, mobile platforms, sustainability, and human–computer interaction. He also collaborates with national and international partners and has worked with the Capital Market Authority on robo-advisory research in Saudi Arabia.

Doaa Mohamed Ibrahim Badran, King Khalid University, Abha, Saudi Arabia

Dr. Doaa Mohamed Ibrahim Badran is a Professor of Public Law at the College of Law, University of Tabuk. She holds a PhD in Law and is a researcher specializing in public law, sustainable development, and contemporary legislation. Her research focuses on environmental legal protection, investment legislation, judicial oversight, and anti-corruption frameworks, reflecting a strong scholarly commitment to addressing legal issues with developmental dimensions. Her work has been published in reputable peer-reviewed journals indexed in international databases, adopting a research approach that integrates legal analysis with policy development to respond to modern regulatory challenges and support the advancement of legislative frameworks in promoting sustainable development

Mahmoud Abdelhady, King Khalid University, Abha, Saudi Arabia

Dr. Mahmoud Abdeljawad Abdelhady is a Full Professor of Law and a researcher specializing in the intersection of law, technology, and sustainable development. He holds a PhD in Law, and his research focuses on technology regulation, digital governance, artificial intelligence, smart infrastructure, and environmental legal frameworks.
